Bill explains that he’s aware of all of Sheila’s crimes, but he still wants to be with her. He confirms that if Steffy and John ‘Finn’ Finnegan (Tanner Novlan) refuse to press charges against Sheila, he will name Taylor the trigger woman who nearly claimed his life.

It’s an impossible situation for Steffy. B&B spoilers say that if she protects her mother, Sheila will walk free. She would be able to harass and interfere with her life. However, if she presses charges, Taylor could face legal consequences for shooting Bill.
