At first glance, it appeared that Bill was working with Sheila. She seemed supremely confident that Finn and Steffy’s return-to-jail threat would not happen.

Fans suspected that Sheila’s certainty was based on whatever plan she referenced while living with Deacon Sharpe (Sean Kanan) at his apartment. She is also incredibly cunning. So, her cutting the cliff house’s power was likely part of her latest scheme.

But then Bill opened the door, and Sheila smirked. She did not respond with surprise as anyone who was not expecting his arrival would have done. Novlan and Wood’s reaction shots were the opposite of Brown’s.

Sheila was talking to herself before the police chase and later arrival at the cliff house. She said that they would not know who they are looking for.

Brown’s character made no sense, and the audience knew they did not have enough information to know what was coming next. But if she has partnered with Bill or benefits from his presence, then Sheila’s next move will be revealed.

It what would be a most incredible pairing, Sheila and Dollar Bill may be uniting on B&B.
