He could be a criminal working with Ava Vitali (Tamara Braun) and Philip Kiriakis (Jay Kenneth Johnson) in the money laundering scheme.

Of course, there is always the possibility that Charlie is a multi-layered character… meaning that he could be both a good and bad guy. After all, human beings are complex creatures.
