Speaking to Soap Opera Digest, Matthew Atkinson was asked about Thomas Forrester’s ultimate plan. He didn’t mention Douglas at all. It seems what is important to Thomas is Forrester Creations and getting revenge on the Logan family.

“He is adamant that the Forresters run the company, not the Logans. That is more important to him than anything else.”
