Peter came to town and took a job working for Drew Cain, (Billy Muller) a man using Jason Morgan’s (Steve Burton) name. We know that Peter knew that Drew was not Jason since he had Jason held in a Russian Clinic for five years.
We also know that Peter kept Jason alive so he would kill Faison, something Peter wasn’t strong enough to do apparently.
Jason’s escape from captivity obviously changed Peter’s timeline, obviously, he had no intention of turning Jason lose any time soon or Klein and his men would not have tried to contain him.
Sam would have never been drugged and thrown into the water IF Peter was ok with Jason being released. So Peter moved up his timeline to get Faison (Anders Hove) killed and put his brother in the line of fire in the process.
Peter hated his father for the way he treated him as a child. He hated him enough to want him dead and to ensure was killed. We also know that Jason shot him to incapacitate him, not kill him, because Jason wanted answers.
Peter visits Faison, who was in stable condition and Faison dies, therefore one can assume he had no issues killing an injured man. We saw how Peter went at Faison gloating about him killing the good son, etc. and them when Faison seemed to be going into cardiac arrest, Peter uncaringly walks out the door and leaves him there to die.
Considering everything Peter has done, and how Nathan (Ryan Paevey) was killed, Peter’s next step was it become friends with Maxie. Why would Peter need to be friends with his brother’s wife? Why stay at her house her first night home?
Why ask her to the nurse’s ball? Why beg for Maxie’s forgiveness over not being honest? Could it be that Peter is as obsessed with Maxie as Faison was with Anna? (Finola Hughes) Peter has bent over backward to be in Maxie’s orbit and there has to be a reason why.

Considering Peter’s past, it would not be a big stretch to say that Peter could be just as bad as his father, but not man enough to dirty his own hands doing it.
